das sagt man, wenn eine entschuldigung der hoeflichkeit halber angebracht waere, es einem aber nicht wirklich leid tut.
beispiel: deine lieblingsband hat die lieblingsband deiner besten freundin in den charts geschlagen. sie ist niedergeschlagen. dann sagst du "sorry, not sorry, ."

so in der Art:
Entschuldigung, das tut mir nicht leid.
oder
Entschuldigung, dass es mir nicht leid tut.

das erste sorry quasi so zum Aufmerksamkeit rufen .  das zweite sorry dann als Verneinung wie es gemeint ist .

Wörtlich würde das doch übersetzt heißen. Ich bin nicht glücklich, ich bin gut. Aber hat das wirklich Sinn?

Nein, Deine Übersetzung ist falsch.
to be lucky heißt nicht glücklich sein, sondern GLÜCK HABEN.
Der Sinn des Satzes ist also, frei formuliert und interpretiert: Dass es mir so gut geht, dass ch Erfolg habe, liegt nicht daran, dass ich Glück habe oder hatte, sondern, dass ich gut bin.

Anmerkung:
"I'm good" kann übrigens auch "Ich bin lieb/brav" heißen.

Das heißt zunächst einmal gar nichts, denn es muss I'm not lucky, I'm good heißen.
Außerdem heißt be lucky nicht glücklich sein, sondern Glück haben.

Achte bitte auf die korrekte Rechtschreibung: 
"I'm not lucky, I'm good."  
Ein Sprichwort ist das nicht, höchstens ein Spruch.

zum kommentar von lina: in englischen songtexten hör ich das ganz oft. zum beispiel in ILLUSION von VNV NATION, da gibt es folgende zeile:

"Please don't go, I want you to stay
I'm begging you please, please don't leave here"

mir erscheint das beinahe falsch oder eher DENGLISH.
